The Employees Retraining Board (ERB) organised the 6th “ERB Manpower Developer Award Scheme” (MD Scheme) Presentation Ceremony on 19 May 2016.  The officiating guests were the Secretary for Labour and Welfare, Mr. Matthew Cheung Kin-chung, GBS, JP, the Permanent Secretary for Labour and Welfare, Miss Annie Tam Kam-lan, JP, the Chairman of the ERB, Mr. William Leung Wing-cheung, BBS, JP, the Vice-chairman of the ERB, Mr. Yu Pang-chun, SBS, JP and the Executive Director of the ERB, Mr. Stanley Ng Ka-kwong, BBS.

This year, 110 organisations are acknowledged as "Manpower Developers" (MDs), making a cumulative total of 386 MDs from 30 industries.  The new MDs have a combined staff size of over 70,000 employees, offering about 1.98 million training hours to 310,000 trainees during the year.

Mr. Matthew Cheung was delighted that 23 organisations of the new category of "Government Department, Public Body and NGO" have been awarded the MD status, showcasing the exemplary performance of these organisations in human resources management.

Mr. Cheung noted that 2016 would be a year of challenges, with slow growing economy and weakening labour demand.  The Government would stay vigilant and closely monitor development of the labour market. He encouraged enterprises to adopt a “people-oriented” culture in human resources management and step up employer-employee cooperation to overcome the challenges.

In his welcome address, Mr. William Leung said that the record high number of MDs this year was very encouraging.  In particular, he congratulated the 45 new MDs of the SME category for delivering impressive outcomes in manpower training and development.  Mr. Leung noted that many successful SMEs resorted to leverage to overcome resource constraints.  They have, for instance, made use of the consultancy services provided by the ERB and other professional bodies to improve their training systems and groom talents.
 
In 2015-16, the ERB introduced the pilot “ERB SME Services” comprising taster courses, seminars, mentorship programme and recruitment services to strengthen the support to SMEs.  The ERB also leveraged on the assistance of MDs.  They shared industry best practices with counterparts in seminars, provided advice and guidance to secondary school students in career and life planning in career talks, and volunteered to serve as mentors in the mentorship programme. 
 
The Hong Kong Productivity Council is the Technical Consultant of the MD Scheme, with the responsibility to assess the overall performance of participating organisations in five areas, namely, "Leading a Learning Culture", "Resources Planning", "Training and Development System", "Performance Management", and "Corporate Social Responsibility in Manpower Development".  Prominent figures in the academia as well as the continuing education and human resources sectors are invited as Honorary Advisors of the Scheme to offer advice on the accreditation mechanism.  The ERB has also solicited the support of trade associations and professional organisations in promoting the MD Scheme.
