Terms of Reference

| 1. |
Advise on human resource policies, staffing issues and appointment matters of the Executive Office1. To advise and recommend to the Board the establishment, the conditions of service and remuneration packages, the appointment and performance management system and any other personnel policies of the Executive Office; |
| |
| 2. |
To scrutinize and recommend to the Board the annual budget, and to monitor the income and expenditure; |
| |
| 3. |
To recommend to the Board appropriate policy and systems related to procurement for the Executive Office and to monitor their proper execution, and to scrutinize tenders and proposals of large-scale projects; |
| |
| 4. |
To advise the Board the policy and development strategy of information technology of the Executive Office, and; |
| |
| 5. |
To advise the Board the investment strategy of the Employees Retraining Fund. |
| |
| |
Subsuming under the Committee is the Investment Group, which serves the following purposes: |
| |
| 1. |
Tender professional advice in respect of strategy, policy and mode of investment of the Employees Retraining Fund, and consider engaging consultants to research on relevant areas; |
|
| |
| |
| 2. |
Assess the suitability of the appointment of fund manager in managing the Employees Retraining Fund, and when necessary, appoint consultant to assist in the recruitment of fund manager; |
|
| |
| |
| 3. |
Monitor the investment activities of the Employees Retraining Fund and their effectiveness, and review and make recommendation on the performance of fund manager (if any), and |
|
| |
| |
| 4. |
Provide recommendations on any other financial matters referred to it by the Board. |

To advise the Board on course planning, curriculum development strategy of the Executive Office in light of labour market condition and the demand situation of retrainees' services; |

| 2. |
To tender advice in respect of potential industries and job types for retrainees, and to prescribe research and training programmes requirement in meeting market needs; |
| |
| 3. |
To scrutinize applications for becoming a "training body", vet proposals on new training programmes and special projects, and |
| |
| 4. |
To peruse the observations and advice on training needs put forth by the Trade Advisory Committees, and to ensure that proper follow up actions are pursued. |

Terms of Reference

| 1. |
In light of the analysis of relevant manpower information made by the Course Development Committee and considering any other relevant factors, recommend to the Board the annual provision of training programmes; |
| |
| 2. |
To consider the annual training plans submitted by training bodies, and recommend to the Board the allocation of retraining places among them in accordance with the prescribed Places Allocation Mechanism, and; |
| |
| 3. |
To monitor the proper handling of training programme proposals submitted and progress of training programme execution by reviewing the training programmes' Quarterly Progress Reports prepared by the Executive Office, and |
| |
| 4. |
To peruse the recommendations put forth by various Course Steering Groups on curriculum development and reviews, and to monitor necessary follow up actions undertaken by the Executive Office. |

To develop the quality assurance strategy and mechanism for the retraining programmes; |
| |
| 2. |
To determine the key performance indicators of retraining programmes and to monitor their overall performance (including the placement and retention performance of retrainees), and to commission reviews if necessary; |
| |
| 3. |
To monitor and assess the quality, effectiveness, financial and administrative arrangement of training bodies in the delivery of retraining courses; |
| |
| 4. |
To monitor the development, implementation, and outcome of standardized skill assessments ; |
| |
| 5. |
To develop the Places Allocation Mechanism and to monitor its effectiveness, and to commission reviews if necessary, and |
| |
| 6. |
To review the nature and volume of complaints received from the public, and to commission further actions of individual cases if deemed necessary. |
