Training Bodies - Applying to Become an Accredited Training Body
The retraining programmes are conducted by accredited training bodies under the Employees Retraining Board. These training bodies are all experienced in adult education or vocational training. Currently, there are more than 140 types of course being offered through a network of over 60 training bodies at some 200 centres. The training bodies also have professional career counselling groups, which provide career matching and placement referral services for retrainees.
To become our accredited training bodies, organizations must comply with our benchmarks for launching quality retraining courses. All the applications for new training bodies and proposed retraining courses have to be vetted by the Course Development Committee (CDC). The CDC will consider the applications based on the prescribed criteria and benchmarks such as experiences of the organizations in adult education, employers' network, proposed costing of retraining courses, etc. Representatives of organizations may be invited to attend the meeting of the CDC, for introduction of their proposals and answering of possible enquiries made by the members. After the Committee meeting, members may request the organizations to modify their proposals accordingly.
If an organization has been accepted by the CDC, we will proceed legal gazette procedure. Organization will become an accredited training body only after completion of the whole gazette procedure, and could apply for funding for piloting retraining courses. At the outset, we will set a probation period of 6 months for this new training body on provisional basis. After the first probation term, the CDC will evaluate the performances of its pilot courses and consider confirming the status of the training body on formal basis, and approve funding of repeated classes. If otherwise, the CDC could postpone the probation period for new training body with under-performances.
Besides, with emphasis on our partnership with training bodies, the Board will sign a formal joint Memorandum of Understanding with the training bodies (MOU). The MOU has spelt out clearly our financial and course administration guidelines and obligations, performances indicators and assessment mechanism to the training bodies. We will monitor and conduct on-site inspection of retraining courses for consideration of repeated classes. Sometimes, we will suggest course suspension and urge the training bodies to execute improvement plan.
