Pre-recruitment Considerations

 

Before registering a vacancy, you can consider and decide on:

Examples

Household cleaning

Size of flat/

areas to be cleaned

Bedroom, living room, toilet, bathroom, kitchen, balcony, rooftop, yard, ceiling, windows and doors, etc.

Description of duties

Changing bedclothes, mopping floor and cleaning windows, etc.

Frequency

Changing bedclothes once a week, cleaning windows once a month, etc.

Washing and ironing

Washing methods

Hand washing or dry-cleaning expensive clothes or clothes made of special materials, and separating clothes that are prone to discolouration when washing, etc.

Which clothes need to be ironed and which do not? How should they be ironed?

Preparing meals

Number of meals

Breakfast, lunch and/or dinner. For example, preparing lunch every day and buying food once a week.

Employers should be prepared that the recruitment process may be lengthened if more job skills are required.

Working hours and number of working days/ sessions per week, etc.

Wages

Hourly/daily/monthly wages*. In general, wages are calculated on an hourly basis for part-time jobs and on a monthly basis for full-time jobs.

*The market hourly rate for a part-time home and health care helper is about $50-$70. This rate is for reference only. The actual rate depends on various factors such as market situation, location and scope of duty and should be mutually agreed between the Employer and the Helper. An offer of below market rate may affect the recruitment progress.

Job-Matching and Follow-up

 

The Smart Living – Regional Service Centres provide a free follow-up service, both before and after job referrals, for all registered job vacancies. They find suitable job-seekers via a dedicated computer system, and refer them to employers for selection and interview.

Selection and Interview

 

To avoid contravention of the Personal Data (Privacy) Ordinance and the laws governing equal opportunities, employers should collect and handle job seekers' information with care throughout the recruitment process. Short-listing/selection should also be done in a fair manner, based on objective factors, such as job-seekers' qualifications and skills, in order to ensure equal employment opportunities. You may select suitable job-seekers recommended by the Centre for interview. The Centre will arrange interviews for both parties as soon as possible, based on the time and venue proposed by you.
In general, you are advised to conduct interviews in the workplace (i.e. at home) to give the Helper an idea of the actual working environment. The Centre can provide free interview venues, if necessary.

Job Offer

 

If you and the Helper agree on the job descriptions and terms of employment, including scope of work, time arrangement, first day of employment, wages, fringe benefits, method of paying wages and holiday arrangements, etc., you can enter into an employment contract.

 

協議

The agreement on employment terms and conditions between the Employer and the Helper can be made either orally or in writing. If both parties agree to enter into a written employment contract, the Employer should give his/her Helper a duplicate of the contract for reference. If the contract is not made in writing, the Helper can make a written request to the Employer to set out the terms of employment in writing.

Contract

To avoid unnecessary conflicts and labour disputes, the Employer and the Helper are strongly advised to enter into a written employment contract that states clearly the rights and benefits of both parties. The employer and the Helper are free to set out an appropriate remuneration package, and the terms and conditions of employment, provided that they do not violate any provisions of the Employment Ordinance (Chapter 57 of the Laws of Hong Kong). If any terms and conditions in the contract imply a lapse or loss of the rights, benefits or protection granted to employees under the Employment Ordinance, the contract will be considered null and void.
