Objectives

New arrivals (mainly women) generally prefer jobs with flexible working hours so that they can concurrently cater for their family commitment. To address their needs, the Employees Retraining Board (ERB) launched the “Smart Starter” pilot scheme to establish a referral platform for part-time jobs. Two “Smart Starter” referral centres were set up respectively in Kowloon East and Kowloon West, providing one-stop registration, referral and follow-up services as well as a host of support measures including thematic workshops and mutual support groups for new arrivals who completed ERB courses or designated workshops of Smart Starter.
