Objectives

Target participants of the "First-Hire-Then-Train" Scheme (the "Scheme") are those who are middle-aged and unemployed (mainly homemakers).  Upon receiving relevant basic skills training on elderly care during working hours within the employment period, hired trainees will formally perform the duties as a Care Worker, and be able to master the skills required for daily duties of a Care Worker after completing a series of designated training courses.  Under the terms of appointment, arrangements of working hours and leave schedule fit the needs of trainees' family roles.

 

Content of the "Scheme"

Under the “Scheme”, respective appointed training bodies of the ERB will arrange for the provision of on-the-job training for trainees while each employer will recruit 20 to 25 Care Workers and arrange them for training.

 

"First-Hire"

3 employers will participate in the “Scheme”. Appointment terms of the target job set out by the participant employers under the “Scheme” are as follows: 

(1) Participant Employer: Po Leung Kuk

Training body:

 Hong Kong Young Women's Christian Association

Post title:

Care Worker

Entry requirements:

  • Primary 6
  • Have not taken "Foundation Certificate in Care Worker Training"or relevant courses
  • Possess Chinese literacy skills and Cantonese communication skills
  • Be patient and caring to the elderly
  • Applications from those who are middle-aged and unemployed are welcomed

Appointment period:

11 December 2017 to 10 December 2018

Remuneration:

Monthly salary of $8,150, benefits include 12-day annual leave, 24-day paid sick leave, MPF contributions and medical benefits

Working hours:

  • 5-day week; off on Sundays, another one day-off is subject to staffing arrangement of the elderly home. Trainees may make request to their supervisor if there is any special need; day-off by turns in public holidays
  • 6 working hours per day (with a 30-minute meal break); trainees may choose the following fixed working rosters:
    • 7:00am to 1:00pm; or
    • 8:00am to 2:00pm; or
    • 9:00am to 3:00pm; or
    • 3:00pm to 9:00pm

Working location:

To be arranged by the employer, locations include Nursing Homes for the Elderly in Tung Chung, Kwai Chung, Ho Man Tin, Lam Tin, Sheung Wan, Hong Kong Island Western District, Wanchai or Wong Chuk Hang

Incentives for retention:

The employer will offer incentives to encourage trainees to stay in their jobs, including Outstanding Job Performance Award, Attendance Allowance1 and Transportation Allowance

1 Not applicable to the trainees working in the Nursing Homes in Lam Tin, Kwai Chung district and Wong Chuk Hang Service for the Elderly.

 

(2) Participant Employer: Tung Wah Group of Hospitals Yu Chun Keung Memorial Care & Attention Home

Training body:

The Federation of Hong Kong and Kowloon Labour Unions

Post title:

Care Worker (Residential and Home Care Services)

Entry requirements:

  • Primary 6
  • Have not taken "Foundation Certificate in Care Worker Training"or relevant courses
  • Possess Chinese literacy skills and Cantonese communication skills
  • Be patient and caring to the elderly
  • Applications from those who are middle-aged and unemployed are welcomed

Appointment period:

3 January 2018 to 2 January 2019

Remuneration:

Monthly salary of $7,260, benefits include 7-day annual leave, statutory holidays, paid sick leave and MPF contributions

Working hours:

    • 5-day week; off on Sundays, plus another one day-off from Monday to Saturday subject to the agreement to the employer and the trainee

    • 6 working hours per day (9:00 am to 3:00 pm or 8:00 am to 2:00 pm, with a 30-minute lunch break)

    Working location:

    TWGHs Wong Chuk Hang Complex, Wong Chuk Hang

    Incentives for retention:

    The employer will offer incentives to encourage trainees to stay in their jobs, including Outstanding Academic Performance Award

     

    (3) Participant Employer: Haven of Hope Christian Service

    Training body:

    New Territories Association Retraining Centre Limited

    Post title:

    Part time Health Service Trainee

    Entry requirements:

    • Primary 6

    • Have not taken "Foundation Certificate in Care Worker Training"or relevant courses

    • Possess Chinese literacy skills and Cantonese communication skills

    • Be patient and caring to the elderly

    • Applications from those who are middle-aged and unemployed are welcomed

    Appointment period:

    27 February 2018 to 26 February 2019

    Remuneration:

    Monthly salary of $8,100, benefits include 7-day annual leave, 12-day statutory holidays, birthday leave, paid sick leave, MPF contributions, training allowance, paid training leave and medical benefits, etc

    Working hours:

    • 5-day week; off on Saturdays and Sundays

    • 6 working hours per day (9:00 am to 3:00 pm, with a 30-minute lunch break)

    Working location:

    To be arranged by the employer, locations include Caring Nursing Homes in Tseung Kwan O; or District Elderly Community Service Centres in Tseung Kwan O, San Po Kong, Shau Kei Wan, etc.

    Incentives for retention:

    The employer will offer incentives to encourage trainees to stay in their jobs, including Outstanding Academic Achievement Award and Merit Pay

    "Then-Train"

    On-the-job training will include the following five designated healthcare services courses under the "Skills Upgrading Scheme Plus": 

    • Foundation Certificate in Practical Skills for Care Worker (Lifting and Transfer) (Part-time) (36 hours)
    • Foundation Certificate in Practical Skills for Care Worker (Vital Signs Measurement) (Part-time) (24 hours)
    • Foundation Certificate in Practical Skills for Care Worker (Pressure Sore Care) (Part-time) (24 hours)
    • Foundation Certificate in Practical Skills for Care Worker (Feeding Skills) (Part-time) (20 hours)
    • Foundation Certificate in Practical Skills for Care Worker (Incontinence Care) (Part-time) (26 hours)

    Upon successful completion of the above courses, trainees will be awarded graduation certificate recognised by the "Qualifications Framework" respectively.

    The employer will arrange an experienced full-time staff as mentor to provide trainees with on-the-job practical skills training and guidance, and assist trainees to adapt to the working environment.
