Forty Six organisations honoured as “Manpower Developers” in the 5th “ERB Manpower Developer Award Scheme”

The Employees Retraining Board (ERB) organised the 5th "ERB Manpower Developer Award Scheme" (MD Scheme) Presentation Ceremony on 23 April 2014. The officiating guests were the Secretary for Labour and Welfare, Mr. Matthew Cheung Kin-chung, GBS, JP, the Permanent Secretary for Labour and Welfare, Miss Annie Tam Kam-lan, JP, the Chairman of the ERB, Mr. William Leung Wing-cheung, BBS, JP, the Vice-chairman of the ERB, Mr. Yu Pang-chun, SBS, JP and the Executive Director of the ERB, Mr. Ng Ka-kwong, BBS.

Mr. Matthew Cheung highlighted in his speech that human resources are the most valuable assets of Hong Kong. The successful experience of the Manpower Developers (MDs) are exemplary for other establishments in providing more training and developmental opportunities for their employees, hence bringing impetus to Hong Kong to become a multifaceted, dynamic and competitive metropolitan city.

Mr. Cheung pointed out that the ERB is pivotal to the manpower development of Hong Kong. In the coming years, the ERB will be placing special emphasis on assisting social groups with special needs, including the higher-aged, young people, female home makers, new arrivals and ethnic minorities, in line with its overall objective of "Training for Empowerment, Employment for Alleviation of Poverty". This will also help unleash potential manpower to address the problems of aging population and a reducing labour force. He hoped that the government, the ERB and the enterprises would enhance collaborations and make further breakthroughs in the development of human capital.

Mr. William Leung said in his welcome speech that the objective of the "MD Scheme" is to motivate enterprises to pay special attention to manpower training and development, hence instilling a corporate culture and common social value conducive to its continuous development. Since the launch of the "MD Scheme", a total of 289 organisations have been acknowledged as "MDs". This year, 46 organisations are joining the league of MDs and 129 enterprises have renewed their MD status. These 175 organisations from over 30 industries have a combined staff size of over 400,000 employees, offering about seven million training hours a year.

Mr. William Leung commended the innovative training strategies of MDs, ranging from the development of mobile apps to stimulate the learning interest of front-line staff, to the use of interactive channels in staff orientation programmes, and experimental learning to advocate crisis management and customer service. These training initiatives showcased the creativity of MDs and demonstrated high standard of corporate governance.

MDs are highly supportive to the everyday work of the ERB. In 2013-14, MDs actively participated in the ERB's career talks for secondary school students, topical surveys on the recruitment of young people and ethnic minorities, as well as thematic seminars and recruitment forums for experience sharing with other organisations.

The Hong Kong Productivity Council is the Technical Consultant of the "MD Scheme", with the responsibility to assess the overall performance of participating organisations in five areas, namely, Leading a Learning Culture, Resources Planning, Training and Development System, Performance Management, and Corporate Social Responsibility in Manpower Development. Prominent figures in the academia as well as the continuing education and human resources sectors are invited as Honorary Advisors of the Scheme to offer advice on the accreditation mechanism. The ERB has also solicited the support of trade associations and professional organisations in promoting the Scheme.
