Healthcare Services

Objectives

Target participants of the “First-Hire-Then-Train” Scheme (the “Scheme”) are those who are middle-aged (mainly homemakers).  Under the “Scheme” implemented in Healthcare Services Industry, hired trainees will receive training on basic knowledge and skills related to the elderly care services within working hours during the employment period. Upon completion of designated courses, hired trainees will formally perform the duties of Care Worker/ Cleaning Worker, and be able to master the skills required for daily duties.  Under the terms of appointment, arrangements of working hours and leave schedule will fit the needs of trainees’ family roles.

 

Content of the "Scheme" – Care Worker

Under the “Scheme”, an appointed training body of the ERB (New Territories Association Retraining Centre Limited) will arrange for the provision of on-the-job training for trainees while the employer (Haven of Hope Christian Service) will recruit 25 Care Workers and arrange them for training.

 

"First-Hire"

Appointment terms of the target job set out by the participating employer under the “Scheme” are as follows:

Post title:

Part time Health Service Trainee

Entry requirements:

  • Primary 6
  • Have not taken“Foundation Certificate in Care Worker Training”or relevant courses
  • Possess Chinese literacy skills and Cantonese communication skills
  • Be patient and caring to the elderly
  • Applications from those who are middle-aged and unemployed are welcomed

Appointment period:

18 February 2019 to 17 February 2020

Remuneration:

Monthly salary of $9,500, benefits include 7-day annual leave, 12-day statutory holidays, birthday leave, marriage leave, compassionate leave, paid sick leave, MPF contributions, training allowance, paid training leave, medical benefits and child scholarship, etc.

Working hours:

  • 5-day week; off on Saturdays and Sundays

  • 6 working hours per day (9:00 am to 3:00 pm, with a 30-minute lunch break)

Working location:

To be arranged by the employer, locations include Nursing Homes in Tseung Kwan O; or Elderly Centres/ Home Services in Tseung Kwan O, Sai Kung, Kwun Tong, Shau Kei Wan, Kennedy Town, etc.

Incentives for retention:

The employer will offer incentives to encourage trainees to stay in their jobs, including Outstanding Academic Achievement Award and Merit Pay

"Then-Train"

On-the-job training will include the following 5 designated healthcare services courses under the Skills Upgrading Scheme Plus:

  • Foundation Certificate in Practical Skills for Care Worker (Lifting and Transfer) (Part-time) (36 hours)
  • Foundation Certificate in Practical Skills for Care Worker (Vital Signs Measurement) (Part-time) (24 hours)
  • Foundation Certificate in Practical Skills for Care Worker (Pressure Sore Care) (Part-time) (24 hours)
  • Foundation Certificate in Practical Skills for Care Worker (Feeding Skills) (Part-time) (20 hours)
  • Foundation Certificate in Practical Skills for Care Worker (Incontinence Care) (Part-time) (26 hours)

Upon successful completion of the above courses, trainees will be awarded graduation certificates recognised by the “Qualifications Framework” respectively.

The employer will arrange an experienced full-time staff as mentor to provide trainees with on-the-job practical skills training and guidance, and assist trainees to adapt to the working environment.

Content of the "Scheme" – Cleaning Worker

Under the “Scheme”, an appointed training body of the ERB (The Federation of Hong Kong and Kowloon Labour Unions) will arrange for the provision of on-the-job training for trainees while the employers (Helping Hand and Sik Sik Yuen) will recruit 20 Cleaning Workers and arrange them for training.

 

"First-Hire"

Appointment terms of the target job set out by the participating employer under the “Scheme” are as follows: 

(1) Participating Employer: Helping Hand

Post title:

Cleaner

Entry requirements:

  • Primary 6
  • Reading Chinese and Cantonese communication skills preferred
  • Be patient and caring to the elderly
  • A valid health certificate must be provided before employment
  • Applications from those who are middle-aged and unemployed are welcomed

Appointment period:

26 February 2019 to 25 February 2020 

Remuneration:

Monthly salary of $7,950; benefits include 7-day annual leave, statutory holidays, paid sick leave, MPF contributions, lucky money for birthday and complimentary shuttle bus service1

Working hours:

  • 5-day week; off on Sundays, plus another day-off during the week; day-off on Saturdays and public holidays in turns
  • 6 working hours per day (with a 30-minute meal break); trainees may choose from the following fixed working rosters:
     
    • 7:00 am to 1:00 pm; or
    • 8:00 am to 2:00 pm; or
    • 10:00 am to 4:00 pm; or
    • 12:00 nn to 6:00 pm; or
    • 1:00 pm to 7:00 pm; or­
    • 3:00 pm to 9:00 pm

Working location:

To be arranged by the employer, locations include Nursing Homes for the Elderly in Ma On Shan or Kwai Chung

Incentives for retention:

The employer will offer incentives to encourage trainees to stay in their jobs, including Merit Pay for graduate trainees

(2) Participating Employer: Sik Sik Yuen

Post title:

Janitor

Entry requirements:

  • Primary 6
  • Reading Chinese and Cantonese communication skills preferred
  • Be patient and caring to the elderly
  • A valid health certificate must be provided before employment
  • Applications from those who are middle-aged and unemployed are welcomed

Appointment period:

26 February 2019 to 25 February 2020

Remuneration:

Monthly salary of $7,950; benefits include 7-day annual leave, statutory holidays, paid sick leave and MPF contributions

Working hours:

  • 5-day week; off on Saturdays or Sundays, plus another day-off during the week
  • 6 working hours per day (with a 30-minute meal break); working rosters to be arranged by the employers, include:
     
    • 7:00 am to 1:00 pm; or
    • 8:00 am to 2:00 pm; or
    • 9:00 am to 3:00 pm; or
    • 12:00 nn to 6:00 pm

Working location:

To be arranged by the employer, locations include Nursing Homes for the Elderly in Wong Tai Sin, Shatin or Kwai Chung

Incentives for retention:

The employer will offer incentives to encourage trainees to stay in their jobs, including Merit Pay for trainees who complete probation period

"Then-Train"

On-the-job training will include the following 2 designated healthcare services courses under the Skills Upgrading Scheme Plus:

  • ­ Foundation Certificate in Infection Control (Part-time) (12 hours)
  • ­ Foundation Certificate in Occupational Safety & Health for Medical & Health Care Personnel (Part-time) (16 hours)

Upon successful completion of the above courses, trainees will be awarded graduation certificates respectively.

The employer will arrange an experienced staff as mentor to provide trainees with on-the-job practical skills training and guidance, and assist trainees to adapt to the working environment.
