Healthcare Services
Objectives
Target participants of the “First-Hire-Then-Train” Scheme (the “Scheme”) are those who are middle-aged (mainly homemakers). Under the “Scheme” implemented in Healthcare Services Industry, hired trainees will receive training on basic skills of elderly care within working hours during the employment period. Upon completion of designated courses, hired trainees will formally perform the duties of Care Worker, and be able to master the skills required for daily duties of a Care Worker. Under the terms of appointment, arrangements of working hours and leave schedule will fit the needs of trainees’ family roles.
Content of the "Scheme"
Under the “Scheme”, an appointed training body of the ERB (Hong Kong Young Women's Christian Association) will arrange for the provision of on-the-job training for trainees while the employer (Po Leung Kuk) will recruit 25 Care Workers and arrange them for training.

Incentives for retention: |
The employer will offer incentives to encourage trainees to stay in their jobs, including Outstanding Job Performance Award3, Cash Allowance4 and Transportation Allowance |
1 Upon completion of service for 3 months.
2 Upon completion of service for 1 month.
3 Upon successful completion of 1-year contract and with outstanding job performance, trainees are entitled to an award of $2,500.
4 Applicable to the trainees working in the nursing homes or elderly homes in Sai Wan, Sai Ying Pun, Wong Chuk Hang, Sheung Wan and Wan Chai districts.

"Then-Train"
On-the-job training will include the following 5 designated healthcare services Skills Upgrading courses:

Foundation Certificate in Practical Skills for Care Worker (Lifting and Transfer) (Part-time) (36 hours)

Foundation Certificate in Practical Skills for Care Worker (Vital Signs Measurement) (Part-time) (24 hours)

Foundation Certificate in Practical Skills for Care Worker (Pressure Sore Care) (Part-time) (24 hours)

Foundation Certificate in Practical Skills for Care Worker (Feeding Skills) (Part-time) (20 hours)

Foundation Certificate in Practical Skills for Care Worker (Incontinence Care) (Part-time) (26 hours)
Upon successful completion of the above courses, trainees will be awarded graduation certificates recognised by the “Qualifications Framework” respectively.
The employers will arrange an experienced full-time staff as mentor to provide trainees with on-the-job practical skills training and guidance, and assist trainees to adapt to the working environment.
