Objectives

The Chief Executive announced in 2020 Policy Address to encourage sectors that face persistent manpower shortages, including the care sector, to participate in ERB’s “First-Hire-Then-Train” Scheme (the “Scheme”). To attract job seekers to join the sector and better suit the operation of Residential Care Homes, ERB has adjusted the arrangements of relevant training course under the “Scheme”.

 

Content of the "Scheme"

An appointed training body of ERB will assist the employer to recruit trainees as Care Workers and then arrange for the provision of on-the-job training for trainees jointly with the employer.

 

"First-Hire"

Under the “Scheme”, the participating employer will hire full-time or part-time Care Workers, and set out the appointment terms of the target job including appointment period, entry requirement, remuneration and fringe benefits, working hours, working location, etc.  Details of the employer and relevant appointment terms are as follows:

KCRA Community Education Enhancement Center Limited

Post title:

Care Worker / Health Service Assistant

Entry requirements:

  • Primary 6 or above
  • Possess basic Chinese reading and writing skills

Appointment period:

30 August 2021 to 29 August 2022 (Tentative)

Remuneration:

Care Worker: Monthly salary of $17,4351

Health Service Assistant: Monthly salary of $15,760

Benefits include 14-day annual leave2 and 17-day public holidays, paid sick leave, maternity leave, paternity leave, marriage leave, compassionate leave2, free medical check-up, medical benefits, life insurance, medical discount, on-the-job training and MPF Scheme with Employer’s Voluntary Contributions to progressively increase from 5% to 15% according to length of service

Working hours:

  • 45 working hours per week; one day-off during the week
  • 7.5 working hours per day (excluding meal breaks), shift duty:

Care Worker:­­­ 

    • ­7:00 am to 3:30 pm;
    • 1:30 pm to 10:00 pm; and
    • 7:00 am to 12:45 nn and 9:30 pm to 7:15 am of the next day

    Health Service Assistant:

      • ­7:00 am to 3:30 pm; and
      • ­1:30 pm to 10:00 pm­­

      Working location:

      To be arranged by the employer, locations include residential homes for the elderly/Rehabilitation Services in Wong Tai Sin, Ngau Tau Kok, Lam Tin, Shatin and Tuen Mun

      Incentives for retention:

      The employer will offer incentives to encourage trainees to stay in their jobs, including provision of support/ counseling/ training by designated staff, participation in new staff orientation and regular skills refresher training. Trainees with good work performance will be referred to attend professional Health Worker/ Nurse training programmes.

      1 Successful candidates with relevant experience will be offered monthly salary up to $18,300.
      2 Upon completion of service for 1 year.

      "Then-Train"

      On-the-job training will include a Skills Upgrading course, namely Foundation Certificate in Training for Care Workers (Part-time), with duration of 24 hours.

      Upon successful completion of the above course, trainees will be awarded graduation certificates recognised by the “Qualifications Framework”.

      The employer will arrange an experienced full-time staff as mentor to provide trainees with on-the-job practical skills training and guidance, and assist trainees in adapting to the working environment.
