Healthcare Services

Objectives

Target participants of the “First-Hire-Then-Train” Scheme (the “Scheme”) are those who are middle-aged (mainly homemakers).  Under the “Scheme” implemented in Healthcare Services Industry, hired trainees will receive training on basic skills of elderly care within working hours during the employment period. Upon completion of designated courses, hired trainees will formally perform the duties of Care Worker, and be able to master the skills required for daily duties of a Care Worker.  Under the terms of appointment, arrangements of working hours and leave schedule will fit the needs of trainees’ family roles.

 

Content of the "Scheme"

Under the “Scheme”, respective appointed training bodies of the ERB will arrange for the provision of on-the-job training for trainees while corresponding employer will each recruit 20 to 25 Care Workers and arrange them for training.

 

"First-Hire"

4 employers will participate in the “Scheme”. Appointment terms of the target job set out by the participating employers under the “Scheme” are as follows:

 

(1) Participating Employer: Helping Hand

Training body:

The Hong Kong Confederation of Trade Unions

Post title:

Care Worker of Homes for the Elderly

Entry requirements:

  • Primary 6
  • Have not taken“Foundation Certificate in Care Worker Training”or relevant courses
  • Possess Chinese literacy skills and Cantonese communication skills
  • Be patient and caring to elderly clients
  • A valid health certificate must be provided before employment
  • Applications from those who are middle-aged and unemployed are welcomed

Appointment period:

8 October 2018 to 7 October 2019

Remuneration:

Monthly salary of $8,900/ $70 or $72 per working hour (subject to working hoursassigned); benefits include 7-day annual leave, statutory holidays, paid sick leave, MPF contributions, lucky money for birthday and complimentary shuttle bus service2

Working hours:

  • 5-day week; off on Sundays, plus another day-off during the week; day-off on Saturdays and public holidays in turns
  • 6 working hours per day (with a 30-minute meal break); trainees may choose from the following fixed working rosters:­
    •  7:00 am to 1:00 pm; or
    • 8:00 am to 2:00 pm; or
    • 9:00 am to 3:00 pm; or
    • 10:00 am to 4:00 pm; or
    • 3:00 pm to 9:00 pm
  • For part-time staff, the minimum working hours per week is 18

Working location:

To be arranged by the employer; locations include Nursing Homes for the Elderly in Sai Kung (near Ma On Shan), Kwai Chung or Lok Fu

Incentives for retention:

The employer will offer incentives to encourage trainees to stay in their jobs, including Merit Pay for graduate trainees

1 The hourly wage for the working hours from 7:00 am to 4:00 pm is $70; and the hourly wage for the working hours from 3:00 pm to 9:00 pm is $72.

2 Applicable to the trainees working in Father Sean Burke Care Home for the Elderly only.

 

(2) Participating Employer: The Evangelical Lutheran Church of Hong Kong

Training body:

Caritas - Hong Kong

Post title:

Care Worker

Entry requirements:

  • Primary 6
  • Have not taken“Foundation Certificate in Care Worker Training”or relevant courses
  • Possess Chinese literacy skills and Cantonese communication skills
  • Be patient and caring to the elderly
  • Applications from those who are middle-aged and unemployed are welcomed

Appointment period:

8 October 2018 to 7 October 2019

Remuneration:

Monthly salary of $9,6003; benefits include 12-day annual leave, 17-day public holidays, paid sick leave, MPF contributions and gift voucher for birthday, etc

Working hours:

  • 5-day week; off on Sundays, plus another day-off during the week subject to the agreement between the employer and the trainee

  • 6 working hours per day (with a 30-minute lunch break); trainees may choose from the following fixed working rosters:
    • 8:00 am to 2:00 pm; or
    • 9:00 am to 3:00 pm; or
    •  any other 6-hour working roster (trainees may make request during the job interview)

Working location:

To be arranged by the employer; locations include Caring Nursing Homes in Tai Kok Tsui, Kwai Chung, Tuen Mun; or Rehabilitation Centre and Hostel in Kwai Chung

Incentives for retention:

The employer will offer incentives to encourage trainees to stay in their jobs, including Outstanding Job Performance Award, cash voucher and sharing session for trainees

3 Basic salary will increase to $10,000 only after completion of 6-month probationary period.

 

(3) Participating Employer: Po Leung Kuk

Training body:

Hong Kong Young Women's Christian Association

Post title:

Care Worker

Entry requirements:

  • Primary 6
  • Have not taken“Foundation Certificate in Care Worker Training”or relevant courses
  • Possess Chinese literacy skills and Cantonese communication skills
  • Be patient and caring to the elderly
  • A valid health certificate must be provided before employment
  • Applications from those who are middle-aged and unemployed are welcomed

Appointment period:

7 November 2018 to 6 November 2019

Remuneration:

Monthly salary of $10,513; benefits include 12-day annual leave, 24-day paid sick leave, MPF contributions and medical benefits

Working hours:

  • 5-day week; off on Sundays, another day-off is subject to staffing arrangement of the elderly home. Trainees may make request to their supervisor if there is any special need; day-off in turns on public holidays
  • 6 working hours per day (with a 30-minute meal break); trainees may choose from the following fixed working rosters:
    • ­ 7:00 am to 1:00 pm; or
    • ­ 8:00 am to 2:00 pm; or
    • ­ 9:00 am to 3:00 pm; or
    • ­ 3:00 pm to 9:00 pm

Working location:

To be arranged by the employer, locations include Nursing Homes for the Elderly in Hong Kong Island Western District, Wong Chuk Hang, Kwun Tong, Ho Man Tin, Tung Chung, Tai Kok Tsui or Wanchai

Incentives for retention:

The employer will offer incentives to encourage trainees to stay in their jobs, including Outstanding Job Performance Award, Attendance Allowance4, and Transportation Allowance

4 Not applicable to the trainees working in the Nursing homes in Kwun Tong, Tai Kok Tsui district and Wong Chuk Hang Service for the Elderly.


 

(4) Participating Employer: Tung Wah Group of Hospitals Jockey Club Blissful Villa & Tung Wah Group of Hospitals Jockey Club Harmony Villa

Training body:

The Federation of Hong Kong and Kowloon Labour Unions

Post title:

Care Worker (Residential and Home Care Services)

Entry requirements:

  • Primary 6
  • Have not taken“Foundation Certificate in Care Worker Training”or relevant courses
  • Possess Chinese literacy skills and Cantonese communication skills
  • Be patient and caring to elderly clients
  • A valid health certificate must be provided before employment
  • Applications from those who are middle-aged and unemployed are welcomed

Appointment period:

20 November 2018 to 19 November 2019

Remuneration:

$86 per working hour; benefits include 7-day annual leave, statutory holidays, paid sick leave, MPF contributions, complimentary shuttle bus service and typhoon allowance

Working hours:

  • 5-day week; off on Sundays, plus another day-off from Monday to Saturday subject to the agreement between the employer and the trainee

  • 6 working hours per day (with a 30-minute meal break); trainees may choose from the following fixed working rosters:
    • ­7:00 am to 1:00 pm; or
    • ­8:00 am to 2:00 pm; or
    • ­9:00 am to 3:00 pm; or
    • 1:00 pm to 7:00 pm

Working location:

TWGHs Jockey Club Sunshine Complex for the Elderly in Wong Chuk Hang

Incentives for retention:

The employer will offer incentives to encourage trainees to stay in their jobs, including Outstanding Academic Performance Award

"Then-Train"

On-the-job training will include the following 5 designated healthcare services courses under the Skills Upgrading Scheme Plus:

  • Foundation Certificate in Practical Skills for Care Worker (Lifting and Transfer) (Part-time) (36 hours)
  • Foundation Certificate in Practical Skills for Care Worker (Vital Signs Measurement) (Part-time) (24 hours)
  • Foundation Certificate in Practical Skills for Care Worker (Pressure Sore Care) (Part-time) (24 hours)
  • Foundation Certificate in Practical Skills for Care Worker (Feeding Skills) (Part-time) (20 hours)
  • Foundation Certificate in Practical Skills for Care Worker (Incontinence Care) (Part-time) (26 hours)

Upon successful completion of the above courses, trainees will be awarded graduation certificates recognised by the “Qualifications Framework” respectively.

The employer will arrange an experienced full-time staff as mentor to provide trainees with on-the-job practical skills training and guidance, and assist trainees to adapt to the working environment.
