Skills upgrading courses are part-time non-placement-tied courses provided to eligible clientele including the unemployed and in-service workers. Vocational training straddling different industries is provided with the aim of enhancing the skills competency of practitioners and fostering their attainment of multi-dimensional skills. Non-practitioners may also enrol in individual courses which provide basic knowledge of the industries. These courses aim to broaden their employment opportunities through training and facilitate their job mobility.

Characteristics

  • Highly subsidised – eligible trainees can apply for course fee waiver or fee subsidies
  • Encourage continuous learning – courses at different levels are available to enable trainees to enhance their skills and attain professional and recognised qualifications
  • Facilitate career change – equip trainees to master transferable and new vocational skills for landing new jobs
  • Market-oriented – courses are reviewed and quality is assured by veteran practitioners to ensure that they cater timely for the needs of the industries

Non-placement-tied courses are fee-charging, and upon receipt of enrolment notification, trainees may apply for course fee subsidy based on their income levels. Trainees with a monthly income above $23,500 are required to pay the "Course Fee" of individual courses. Trainees with a monthly income between $15,001 and $23,500 may apply for course fee subsidy and pay the "Subsidised Fee"; and trainees with no income or a monthly income at or below $15,000 may apply for course fee waiver. Course fees payable by trainees are based on the amounts stipulated by ERB at the time of course application.
