To develop training courses and services in response to the changes in the employment market, enhance the quality of our labour force and foster upward mobility in the society.
The Employees Retraining Board (ERB) is a statutory body established in 1992 under the Employees Retraining Ordinance. ERB co-ordinates, funds and monitors training courses and services that are market-driven and skills-based so as to meet the changing needs of the employment market. ERB has appointed about 80 Training Bodies with around 370 training centres across the territory to provide training courses and services. ERB currently offers around 700 training courses straddling 28 industries.
ERB consists of a governing body comprising representatives of employers, employees, persons connected with vocational training and retraining or manpower planning, and government officials. The Board is responsible for the formulation of policies for ERB's training and services and the policies are implemented by the executive office.
ERB's service targets are eligible employees of Hong Kong aged 15 or above.
ERB provides a diverse range of training courses to cater for the training needs of different service targets, including full-time "Placement-tied Courses" for the unemployed; "Skills Upgrading Courses" with skills enhancement training; part-time "Generic Skills Courses" for people from all industries; and courses for special target groups such as youth training courses, courses for persons with disabilities and persons recovered from work injuries, courses for rehabilitated ex-offenders, courses conducted in English for ethnic minorities and courses for new arrivals. Trainees upon completion of placement-tied courses are provided with a 3-6 month placement follow-up service by Training Bodies to help them enter the job market.
ERB has been actively developing professional certification courses, including industry certification courses, public examination preparation courses, etc., to help trainees move up their progression ladder. Around 330 ERB courses on offer are accredited by the Hong Kong Council for the Accreditation of Academic and Vocational Qualifications and QF-recognised.
ERB provides an array of support services to assist members of the public and trainees to acquire training and employment information and enrol in ERB courses. Services include training consultancy service, “ERB Service Centre”, “ERB Service Spots”, “ERB Training Net” Course Search Terminals, the “Smart Living” and “Smart Baby Care” household services referral platforms.
